DETAILED NOTICE INVITING TENDER
Sealed tenders in two Parts
(Techno-Commercial part & Price part) are invited from capable and
experienced Service provider for providing electronic tendering and
reverse auction for a period of one year through a customized and
secured public platform.
The
offers received will be evaluated on the basis of the pre-qualifying
criteria as mentioned below:-
1. Bidder
should be a registered company in India.
2. Bidder
should be in the business of providing e-Procurement services and
Reverse Auction Services on behalf of other PSUs/Government
Institutions/Companies at least for last three years in India.
Satisfactory performance certificate from at least two customers,
out of which one should be necessarily PSU/Government Institution
who has used e-Procurement more than 10 times in a year, must be
furnished.
3. The
bidder should have minimum annual turnover of Rs. 3 Crore in each of
the last four financial years and should also have net profit (After
Tax) during all these financial years (2006-07, 2007-08, 2008-09,
and 2009-10).
4. The
proposed system should be hosted in India.
5. The
bidder should be an ISO: 9001 certified company.
The
Techno-commercial suitability of the offer will be ascertained on
the basis of pre-qualifying requirement, past track record of the
tenderer of executing of similar nature of work, based on the
documents furnished towards provisions mentioned in tender and/or
information gathered by RSMML about the tenderer etc and based on
the presentation given by tenderer on their offer, if required. The
price offer of only techno-commercially qualified Tenderer(s) will
be opened on a later date, which will be informed to qualified
Tenderer(s) only. The decision of the Company shall be final and
binding in this regard.
The tenderer who have earlier been
suspended or banned by the company shall not be eligible to
participate in this tender during the currency of suspension/ ban
period.
The tender document (non-transferable)
can be obtained from the office of DGM (F&A) on the above address
from 16.07.2010 to 16.08.2010 upto 1.00 pm on payment of
non-refundable and non transferable tender fee of Rs. 1140/- (Rupees
one thousand one hundred forty only) inclusive of VAT by
Cash/Demand Draft / Pay Order in favour of RSMML payable at Udaipur.
Alternately interested tenderer(s) may directly download the tender
document from our website www.rsmm.com and furnish their offer
along- with the tender document fee in a sealed envelop as
prescribed at clause no. 2.1 of section-I, failing which their offer
will not be considered.
The pre bid meeting will be held on
04.08.2010 at 11 am at Corporate Office, Udaipur. The tender shall
be received by the office of GGM (MM) on or before 16.08.2010 up to
3.00 pm and Part I (Techno Commercial offer) of the tender will be
opened on the same day at 3.30 pm in the presence of representatives
of participant tenderers, who may like to attend the opening. The
prescribed Earnest Money Deposit of Rs. 10,000/- shall be payable
by Demand Draft/Pay Order in favour of RSMML payable at Udaipur
along with part I of tender as per provision mentioned in the
document, without which offer will not be considered. RSMML
is not responsible for postal delay or misplacement of offers. Fax
/e-mail / telegraphic offers are not acceptable. RSMML reserves the
right to reject any or all the offers, to cancel the tender,
postpone it for another day, to change the venue of receipt/ opening
of tender, to divide the work into more than one tenderer, to enter
into parallel contract without assigning any reason(s) at its sole
discretion.
