DETAILED NOTICE INVITING TENDER

Sealed tenders in two parts (Part-A: Techno commercial offer and Part-B: Price offer) are invited from reputed Contractors having experience in similar nature of works.

Pre-qualification Criteria:

The tenders shall be pre-qualified on the basis of following criteria:

1.The tenderer should have experience of having successfully completed at least one similar nature of work in their own name of value more than Rs. 42.50 Lacs in any one of the preceding three financial years (2004-05,  2005-06 & 2006-07,). Similar nature of work shall mean the work of excavation and handling of earth by mechanized means.

2.The tenderer should have minimum annual turnover of Rs 106.00 Lacs in any one of the last three financial years (2004-05, 2005-06 & 2006-07) in its own name.

3.The tenderer should own minimum one number of 100 HP or bigger wheel loader (JCB) and one number of 9/10 MT or higher payload capacity dumpers. Equipment of Year of manufacture earlier than 2002 will not be considered.

The tenderer should submit duly attested copy of work orders, TDS certificates along with work completion certificates as proofs of experience of similar nature of work. Attested Copy of audited balance sheet in support of turn over along with the offer should be submitted. Also enclosed attested copies of invoice/bill /Registration Certificates in support of ownership of equipment etc. 

In case of partnership firm, the experience of partnership firm will be evaluated subject to the condition that, partnership firm is in vogue prior to issuance of NIT of this tender. However, if the experience of partnership firm is below the requisite criteria, than, the experience of only one partner (whose experience is maximum) can be considered instead of experience of partnership firm, if so requested by the tenderer. Equipment /vehicles, in the name of partners will also be considered for qualification purposes. However, turnover has to be in the name of tenderer & turnover of individual/ partners/Directors/Member of Society shall not be considered.  

It is to be noted that, in case of Company (Registered under Company’s Act) / Cooperative Society, the experience / ownership / turnover of the Company/ Cooperative Society shall only be considered. Joint Venture: The joint ventures are not eligible to participate in this tender. 

Equipment given in pre-qualifying criteria is only to assess the capability of tenderer, but Contractor has to deploy the requisite number of equipment required to perform the entire scope of work and compliance of terms & conditions of tender thereof and to achieve the targets as given to the contractor by the company from time to time.  

The tenderer shall be pre-qualified on the basis of documents furnished along with Techno-commercial bid in support of above criteria, prior to the detailed evaluation of Techno-commercial bid. The decision of the company will be final and binding in this regard. 

The tenderer/bidder who have earlier been suspended or banned by the company shall not be eligible to participate in this tender during the currency of the suspension or banned period. 

Incomplete tenders and tenders without Earnest Money deposit is liable to be rejected. RSMML reserves the right to accept or reject any or all the tenders, in part or in full, increase or decrease the quantity, period of contract and to reject any or all tenders without assigning any reasons whatsoever. Also the company does not bind itself to accept the lowest price offer. RSMML will not be responsible for any postal delays/misplacement of the offers sent through post. Telex/Telegraphic/Fax offers will not be accepted.
